Guarded by `PYBIND11_ASSERT_GIL_HELD_INCREF_DECREF`

* Disable `PYBIND11_ASSERT_GIL_HELD_INCREF_DECREF` for PyPy under Windows.

* Add reference to PR #4268 (PyPy Windows)
