Deprecate `py::exception<>::operator()`
* Add `PYBIND11_WARNING_DISABLE` for INTEL and MSVC (and sort alphabetically).
* `PYBIND11_WARNING_DISABLE_INTEL(10441)` does not work.
For ICC only, falling back to the recommended `py::set_error()` to keep the testing simple.
It is troublesome to add `--diag-disable=10441` specifically for test_exceptions.cpp, even that is non-ideal because it covers the entire file, not just the one line we need it for, and the value of exercising the trivial deprecated `operator()` on this one extra platform is practically zero.
* Fix silly oversight.
* NVHPC 23.5.0 generates deprecation warnings. They are currently not treated as errors, but falling back to using `py::set_error()` to not have to deal with that distraction.

Previously, this code would error out if the destructor happened to be
a nullptr. This is incorrect. nullptrs are allowed for capsule
destructors.
"It is legal for a capsule to have a NULL destructor. This makes a
NULL return code somewhat ambiguous; use PyCapsule_IsValid() or
PyErr_Occurred() to disambiguate."

I noticed this while working on a type caster related to #3858 DLPack
happens to allow the destructor not to be defined on a capsule, and I
encountered such a case. See:

For the reverse direction, std::set still casts to set. This is in concordance with the behavior for sequence containers, where e.g. tuple casts to std::vector but std::vector casts to list.

Adding missing `bytes` type to `test_constructors()`, to exercise the code change.
The changes in the PR were cherry-picked from PR #2409 (with a very minor
modification in test_pytypes.py related to flake8). Via PR #2409, these
changes were extensively tested in the Google environment, as summarized here:

The changes in this PR did not cause an issues at all.
Note that `test_constructors()` before this PR passes for Python 2 only
because `pybind11::str` can hold `PyUnicodeObject` or `PyBytesObject`. As a
side-effect of this PR, `test_constructors()` no longer relies on this
permissive `pybind11::str` behavior. However, the permissive behavior is still
exercised/exposed via the existing `test_pybind11_str_raw_str()`.
The test code change is designed to enable easy removal later, when Python 2
support is dropped.

These tests will also alert us to any behavior changes across Python and PyPy versions.
Hardening tests in preparation for changing `pybind11::str` to only hold `PyUnicodeObject` (NOT also `bytes`). Note that this test exposes that `pybind11::str` can also hold `bytes`.
